Strong Mayor vs. City Manager

There has been growing talk about our current form of government.  Back in 1992, voters approved a change from the city manager form of government to the strong mayor system.

COBRA wants to begin a discussion to evaluate the effectiveness of this change.  Given our budget deficit forecast and shrinking population and tax base, would a switch back to the city manager form of government help turn the city's financial picture around?

This website will be updated over the next few months to analyze the growth of government over the last 12 years compared to the 1980s and early 1990s.
